The enclosed diagram illustrates
the meaning of the amendments referred to. The area marked
"scavenging lane" is excluded from the calculation because
if the lane in the rear did not exist this area would have
to be provided by the owner as a scavenging lane and as
such could not be included in the calculation for open
space.

The new Section 264 (b) introduc-
-ed by Section 83 is designed to avoid delay in dealing
with plans by empowering the Building Authority to grant
applications for modification of or exemption from the law
in cases of minor importance without an obligatory
reference to the Sanitary Board or Governor in Council.

Section 265 of the Principal Ordinance and at the same
time to give the Governor-in-Council power to refer a
